how is this feminisation done?

   Not sure about that. I've heard it as well, but it may be a case of internet conflation (silver nitrate --> colloidal silver).

It would be nice if a non-toxic, easy-to-make substance like colloidal silver was useful for feminising plants, but I haven't had it confirmed. 

There was even a thread on this forum where the poster was trying to feminise his plants with CS, but I don't think he finished the thread.  AFAIK there were no definite results in the time the thread was maintained.
